Benzene Fuel Storage Tank - Clean, Gas-Free & Surface Preparation for EEMUA 159 Inspection

THE CHALLENGE

A major UK chemical manufacturer required the safe and compliant cleaning, de-gassing, and surface preparation of a 12.0m diameter by 14m high benzene fuel storage tank. This task was essential to ensure readiness for an EEMUA 159 inspection as part of their regular maintenance and safety protocol, carried out on a COMAH Upper Tier Site.

OUR SOLUTION

To address the challenges of hazardous material handling and environmental compliance, UCL implemented a multi-stage, technically robust approach:

Residual benzene, a highly volatile, flammable, and carcinogenic hydrocarbon, was carefully extracted and transferred to an on-site processing facility. This process followed stringent safety protocols to mitigate exposure and risk.

Internal surfaces were subjected to high-pressure jet cleaning using a 3D automated, remote-controlled jetting unit. The de-gassing process was meticulously managed with industrial-grade filters equipped with sophisticated venting systems to prevent vapour emissions, ensuring compliance with EA regulations.

Hazardous washings were safely contained and transported using an NDR Rated Tanker to an EA-approved recycling facility. Disposal was conducted in line with Waste Acceptance Criteria (WAC) and Environmental Agency standards.

Upon certification of the tank as clean and gas-free, internal surfaces were manually abrasive blasted to ISO 8501-1 Sa2½ (Grade C/D) / SSPC SP-10/NACE No. 2 using inert mineral abrasives. Operators used full blast cleaning suits with positive air-fed helmets. Dust extraction units fitted with HEPA filters ensured effective containment of airborne contaminants during the process.

All surfaces were vacuum-cleaned post-preparation. Spent abrasive materials underwent WAC testing to ensure compliance with disposal regulations, and all waste was managed under stringent environmental control measures.

Key Benefits:

All activities strictly adhered to COMAH Regulations, safeguarding both personnel and the environment.

Advanced filtration and containment systems prevented any hazardous emissions, ensuring compliance with environmental regulations.

The secure containment, transport, and disposal process ensured full regulatory adherence.

Achieved the stringent surface profile requirements necessary for EEMUA 159 inspection, ensuring optimal readiness.

Utilisation of automated, unmanned jetting technology reduced manual intervention, enhancing site safety and efficiency.

This project underscores UCL’s commitment to delivering technically advanced, safe, and environmentally compliant industrial solutions. Our adherence to stringent regulations and use of specialist techniques ensured the asset’s readiness for inspection, guaranteeing long-term reliability and client satisfaction.
